Mark McGovern

With expertise in the fields of cryptography, steganography, smart cards, biometrics and PKI, Mr. McGovern provides senior advisory support to SSC in matters of privacy and security. He is the President and CEO of MGM Security Consulting, with previous executive leadership in Lockheed Martin as Chief Technologist for Information Assurance. He was also appointed as the Chief Defensive Information Operations Technologist for the Lockheed Martin Corporate Horizontal Integration Team and a member of their Information Operations Center of Excellence, specifically in the areas of Identity Management and Access Control. Mr. McGovern is retired from AT&T Bell Labs Advanced Technologies Secure Communications Systems. He is an internationally recognized speaker on Identity Management and Access Control, smart cards, physical and logical security, biometrics, information warfare, Net-Centric information sharing, and cryptography. He speaks frequently at national and international conferences and symposiums and has been interviewed on NPR (National Public Radio), CNN (Cable News Network), Time Digital Magazine, Government Security News, and EDS Public Affairs.

Mr. McGovern is an appointed expert advisor for the Department of Defense, a Secretary of Defense appointed member of the Defense Science Board, member of Smart Card Alliance International Board of Directors and former Technology Chair, and a founding member formerly serving on the Executive Board of Directors for the Federation for Identity and Cross-Credentialing Systems (FiXS), a partnership with the Department of Defense (DOD) for secure cross-credentialing of identity management between the DOD and certified Defense Contractors. He is a principal contributor to more than a dozen white papers on smart card security and technology for the Smart Card Alliance as well as a participating technical writer for the Industry Advisory Committee, part of the American Council for Technology.

Mr. McGovern is a member of High Technology Crime Investigation Association (HTCIA), National Military Intelligence Association (NMIA), Operations Security Professionals Society (OPSEC), Armed Forces Communications and Electronics Association (AFCEA) and the National Defense Industrial Association (NDIA). Mr. McGovern earned an MBA from Old Dominion University; an MA from San Diego State University and a BA from Vandercook College. He served 12 years in the US Navy and is a certified Navy Instructor. He has also received specialized training from the National Security Agency, Georgetown University in cryptography, and the MIT Cambridge Institute.
